Solar and battery storage ordinance work postponed; consultants to present in March and April

Whitman County staff told the commission that work on solar and battery energy storage systems (BESS) is proceeding under a separate consultant (Kimley Horn) but that no deliverable was ready for the March 4 meeting. Grace DiBiase said the county would have an internal meeting with Kimley Horn on March 12 and that the consultant would try to prepare a high-level approach for the commission to review on March 18 and a fuller analysis by April 1.
Staff and commissioners discussed combining CAO and solar/BESS agenda items where feasible so the commission can review both streams efficiently. Alan Thomson said the CAO schedule is tied to Commerce grant timelines while Rachel Granrath (Kimley Horn) will follow her own deliverable schedule; commissioners indicated willingness to review both topics as materials become available.
