Rogers explained the county currently issues birth certificates for non-adoptees after 1971 through the state's database application but that adoption records are removed from county files and sealed, requiring individuals to request their post-adoption certificate from the state. "It started probably around COVID time, but it's just not gotten any better," Rogers said, describing delays that have affected travel and employment processes for some residents. The Board approved a motion to adopt the resolution and support the bill by voice vote.
