Planning staff provided the annual progress report (APR) update for the 6th‑cycle housing element and the General Plan APR for 2025, which the town must submit to the state Department of Housing and Community Development by April 1.
Roberta summarized permitting activity: "In 2025, the town issued building permits for 7 housing units. They are all ADUs." She compared that to 16 permits in 2024 and 4 in 2023, and noted the town’s target under the housing element is roughly 8 units per year.
On affordability, council members asked how ADUs are tracked for affordable‑housing credit. Roberta said the town has "2 or 3 deed‑restricted ADUs" approved by the council and that state crediting also uses an affordability calculator based on square footage ("affordable by design"). Councilmembers requested the APR show ADU counts by AMI thresholds and the staff agreed to include that breakdown in the staff report.
Council approved the consent agenda including this APR item after it was pulled for brief discussion. The APR will be transmitted to HCD on April 1 as required.
