Councilwoman Jennifer Jansen told the committee that the DORA (Designated Outdoor Refreshment Area) work is largely complete and the city aims to have a district ready for summer events, with the latest fallback being Heritage Days weekend.
Jansen said the city must finalize a plan and meet with businesses before legislation is drafted, and that "the city does not need the businesses permission to be included in the district it would be their decision whether or not they participate." She described options for businesses to participate (for example, using DORA‑specific cups) or decline to participate at their own establishments.
Council members raised practical concerns. Chairman Garry Thompson said some business owners were "lukewarm" and cited possible insurance concerns; Councilman Brett Iafigliola recommended obtaining letters of support from affected landowners as an indicator of participation. Members discussed phasing the district—starting smaller (for example, north of the tracks) and expanding later—to reduce risk and increase business buy‑in.
No ordinance or formal vote on DORA boundaries occurred during the meeting; staff were directed to continue outreach and education with downtown businesses before returning with legislation.
