Leanne Jeffries, executive director of the Downtown State College Improvement District, told the council the renewal proposal corrects the DID map to remove a demolished hotel and reaffirms the district’s core services — marketing, events, public-space maintenance and advocacy — that support downtown businesses.
"We're one of the only organizations that does this," Jeffries said, describing the DID’s daily focus on downtown operations and plans to partner with Penn State to activate green space along College Avenue. Borough staff member Mr. Fontaine explained the next step: property owners within the DID boundaries will be notified to vote and, if 60% of property owners vote affirmatively, the renewal will return to council for an ordinance to authorize a 10‑year term. The meeting record as read at the hearing stated the vote period closes at 5 p.m. on July 16.
