Newton and Harvey County discuss partnering on E. 1st Street design; Garver phase‑1 estimate $287,550

Suzanne Loomis, City of Newton engineer, presented an RFP selection and scope for paving improvements on E. 1st Street and said Garver LLC was selected to provide concept, survey, design, right-of-way acquisition, traffic counts and geotechnical work. She said the cost for Phase 1 (Spencer to approximately 550 feet east of Hillside) is $287,550; Phase 2 (Hillside to Oliver) is $238,000; performing design for both phases together would reduce the combined cost to $475,000.
Loomis outlined a Phase 1 schedule that anticipates preliminary concepts by April 23, 2025 and plans to commission for approval by December 2026. Commissioners discussed phasing, county maintenance responsibility for portions of the corridor, nearby development pressure and bicycle safety; they asked for additional consideration before committing county funds and deferred a decision at the March 11 meeting.
