Resident warns proposed Halstead battery storage site could pose fire and environmental risks

Kevin Henderson, a resident of Halstead, told the Harvey County Commission on March 11 that the proposed battery storage facility (BESS) in Halstead "would be a fire and environmental hazard." He said many Halstead residents oppose the project and questioned why a county Planning & Zoning ban on BESS in the Equus Beds does not restrict city decisions inside Halstead, which lies entirely in the Equus Beds area.
County Counselor Brad Jantz told the commission he would provide a written legal opinion on jurisdiction and any applicable county restrictions. The commission did not take formal action on the facility; no permit or final decision was recorded at the meeting.
