VDOT: hybrid RCUT selected for 460/723 project; supervisors press for signage and enforcement

A VDOT engineer updated the board on the 460/723 intersection project and said the county’s project will use a hybrid reduced-crossover (RCUT) design chosen to fit within Smart Scale funding constraints.
Mr. French said grading and alignment required for a full arc cut would have put the project outside available funding and that "the hybrid RCUT was selected" to keep the project viable in the statewide competitive program. He said the detour was installed in mid-July and that VDOT will implement multiple mitigations, including enhanced signage, pavement markings, reduced speed limits in the work area and edge-line rumble strips along 460 starting July 28.
Supervisors and citizens noted that some local drivers and facilities (including Piedmont Geriatric hospital and local employers) were not aware of the changes and asked whether notification to local employers and speed reductions could be expedited. Board members also raised concerns about heavy trucks making the U-turn and a recent near-accident where a truck drove through a median. VDOT said they had coordinated with affected stakeholders but will follow up on conspicuity and enforcement.
