Rocky River faces a U.S. EPA Administrative Order on Consent requirement to evaluate closure conditions for Sanitary Sewer Overflow (SSO) 306 by April 22, 2027. Staff presented a proposed AECOM contract (not to exceed $48,000) to update hydraulic modeling, incorporate recent flow-monitoring data, and document whether the system improvements made since 2020 are sufficient to meet the AOC closure criteria.
City staff said a 2020 AECOM analysis concluded immediate closure then would have caused unacceptable basement backups during certain storm events; since 2020 the city has pursued sewer separation, inflow-and-infiltration reductions, and private-property corrective actions. The updated modeling will determine remaining constraints and the steps—if any—needed to pursue closure of the outfall. Ms. Havemann noted she would abstain from conversation and vote on the item to avoid a conflict of interest.
