Council reviewed a petition (Resolution 54-26 and related ordinances) to add the Normandy PACE project to the Northeast Ohio Advanced Energy District (NEOAED) under Ohio Revised Code Chapter 1710. Mr. Furry explained PACE (Property Assessed Clean Energy) allows property owners to finance energy improvements via an assessment on their property tax bill; the district provides financing options and administration.
Mr. Furry emphasized that the City of Rocky River would act as a conduit and that the ordinance materials include indemnity language: Exhibit E states participating subdivisions, officers, and agents are released and held harmless from claims arising from participation in the advanced energy district. Mayor Bobst confirmed the City previously joined the district and that each project comes to Council for approval. Council discussion included an offer from Director Kerber to arrange presentations if members want more details.
