County reports drop in adult residential care homes; OHCA oversight, presentation scheduled

County Executive Rowena Dagdag-Andaya told the Commission that licensing and oversight of adult residential care homes fall under the State Office of Health Care Assurance (OHCA), not the County Office on Aging. She reported, "Currently, there are 5 care homes on the island, down from 13 previously," attributing the decline to aging operators and other barriers.
Dagdag-Andaya said OHCA will provide a presentation to the Council on Aging next week to discuss barriers and the current status of care homes. Commissioners pressed for models that promote independence and noted county healthy aging programs generally serve those 65 and older, leaving a gap for adults with disabilities under 65.
