Butler County signals intent to exceed Revenue Neutral Rate as 2027 budget workshops continue

County finance staff told commissioners the county and its 12 fire districts intend to exceed the Revenue Neutral Rate for 2027; the board held informational workshops on the 2027 proposed budget and CIP and will publish a public hearing date and proposed mill levies under K.S.A. 79-2988(b).
Assistant Administrator and Finance Director Ryan Adkison told the Butler County Board of Commissioners that county staff intend to exceed the Revenue Neutral Rate (RNR) for the Butler County 2027 budget and for Butler County Fire Districts #1 through #12 during the 2027 budget process. He cited K.S.A. 79-2988(b) and the requirement to notify the County Clerk on or before July 20 of the proposed intent, public hearing date, time and proposed tax rate.
The board spent workshop time reviewing department requests and the Capital Improvement Plan; no vote was taken on budget approval during the July 7–8 workshop sessions. Adkison said the proposed mill levies and corresponding RNRs will be presented to the Board at a future meeting before the required public hearing. The board did not adopt any budgetary figures during these workshops.
