Committee moves bill to let some drivers use online courses to avoid court appearance and remove points

Representative Hemmer explained House Bill 1891 would modernize the driver-education alternative for traffic events by requiring courts to provide online registration and allowing Department of Safety–approved online courses to substitute for court appearance or fees in qualifying speeding cases. If a person completes a course within 90 days, certain points would be removed from the individual's driving record (cap of five points), Hemmer said, and he credited court clerks and Department of Safety staff for working on the amendment.
"It's just creating a mechanism for them to just sign up online if that is the purview of the court clerks," Representative Hemmer said, noting many county clerks currently lack online systems and the bill seeks to modernize front-end access. The committee placed an amendment and voted to advance HB 1891 to the full Transportation Committee.
