The sponsor said the amendment clarifies definitions and moves the minimum age for Class 3 e-bikes from 14 to 16 because of their higher speed.
Some members, including Representative Bain, questioned whether the bill would strip local governments of authority over greenways and trails and raised concerns about conflicts with existing municipal rules. Reeves said the amendment was intended to make local authority clearer, not to remove it. The committee voted to advance the bill to the full Transportation Committee by a tally of 7–2.
