Committee calendar actions and votes: what passed and what was rolled
Summary
At its Feb. 3 meeting the subcommittee: advanced HB1676 (rail authority expansion) and HB1683 (recurring transportation funding) unanimously; attached an amendment to and advanced HB1684 (personal delivery devices) with an 8-1-1 tally; and took HB1168 off notice and rolled HB1457 for one week.
The House Transportation Subcommittee took several procedural and substantive actions on Feb. 3. Key outcomes:
- House Bill 1676: Advanced to full Transportation with a recorded vote of 10-0. Sponsor said the bill adds Claiborne, Union and Granger counties to the Northeast Tennessee Railroad Authority to allow grant-seeking by those counties.
- House Bill 1683: Advanced to finance and full Transportation; clerk announced 10 ayes, 0 nos. Sponsor said the bill would reallocate existing motor-vehicle and tire sales-tax revenue into a recurring dedication for the highway fund and cited a roughly $1 billion year-one fiscal note.
- House Bill 1684: The committee attached an amendment and advanced the bill; the clerk recorded 8 ayes, 1 no, and 1 present-not-voting. The amendment expands areas where personal delivery devices may operate, authorizes up to 20 mph outside pedestrian zones, and preserves local governments' authority to regulate or prohibit devices for public-safety reasons.
- House Bill 1168: Taken off notice at the request of the sponsor's office for further discussion.
- House Bill 1457: Rolled for one week at the sponsor's request.
The chair also announced that House Bill 1021 will be placed on a special calendar after being calendared for three meetings. Several members used the meeting to seek clarifications on municipal authority, liability and public-safety protections before full-committee consideration.
