Panel greenlights bills to add adult changing tables at rest areas and require signage

Representative Raper told the committee that the bills are designed to ensure adult-sized changing tables are available at welcome centers and rest areas and that TDOT produce a comprehensive plan for installation and refurbishment. He said an initial set of rest-area upgrades would be completed within two years, with remaining installations on TDOT’s timetable.
A companion bill requires TDOT to install highway signs or symbols indicating the presence of an adult changing table and to publish locations on its website; the sponsor said signage would be added as signage is replaced and that the effective date for the signage measure, if passed, would be July 21, 2026. Committee members praised the bills and both moved forward to the full Transportation Committee by unanimous votes (9–0).
