House Bill 1676, sponsored by Chairman Eldridge, cleared the House Transportation Subcommittee on Feb. 3 and will move to the full committee. The bill would expand the Northeast Tennessee Railroad Authorityto include Claiborne, Union and Granger counties so those counties can seek grants from the authority.
"This legislation seeks to add Claiborne, Union and Granger Counties to the Northeast transportation and this does not create a new entity and it only allows them to seek grants," Chairman Eldridge said during his presentation. Eldridge told members the change is intended to simplify grant-seeking for those counties and assist rail operations that serve multiple counties in the region.
Committee members offered no substantive objections during the sponsor's presentation. The clerk announced the vote as 10 ayes, 0 nos; the chair declared the bill passed unanimously and advanced to the full Transportation Committee. The measure, as described to the committee, would not alter the authority's organization or create a separate body; instead, sponsors said, it would allow additional counties to participate when applying for funding.
