Council approves $6.67M Beachcliff and Cornwall sewer, water and roadway project

Council awarded a $6,673,393.50 contract to Fabrizi Trucking & Paving for the Beachcliff and Cornwall Sewer Improvement Project, which includes sanitary and storm sewer replacement, water main work, roadway reconstruction and pedestrian safety enhancements; outside funding and an OPWC loan may cover part of the cost.
Rocky River approved Ordinance 53-26 on July 27 to award a contract for the Beachcliff and Cornwall Sewer Improvement Project to Fabrizi Trucking & Paving Company for a cost not to exceed $6,673,393.50.
President Pro Tem Morris said three bids were received and Fabrizi was the lowest and best. The project includes replacement of sanitary sewers, storm sewers and water mains along Beachcliff Boulevard and Cornwall Road, pavement and curb reconstruction, new catch basins, manholes, narrowing and traffic-calming features, a new sidewalk connection and a raised pedestrian crossing intended to improve safety without acquiring private property. The City held a public information meeting in April 2026 to present scope and receive feedback.
Funding for the project includes a $197,750 grant from the Cleveland Division of Water's Suburban Water Main Renewal Program and an Ohio Public Works Commission loan covering up to 30% of the project cost, not to exceed $2,223,300, with a 30-year repayment period that does not commence until project completion. Council approved the project as part of the consent agenda.
