Rocky River approves Normandy PACE additions to Northeast Ohio Advanced Energy District

Rocky River approved Amended Resolution 54-26 on July 27 to add territory to the Northeast Ohio Advanced Energy District (NEOAED) for the Normandy PACE Project and passed companion ordinances (55-26 and 56-26) that establish assessment agreements and a not-to-exceed assessment cap.
Mr. Furry explained the NEOAED structure under Ohio Revised Code Chapter 1710 (effective October 2023) and said the district allows property owners to finance energy-related building improvements through property assessments (PACE). He confirmed that the City serves as a conduit and assumes no financial liability for special assessments. Council amended related exhibits (including semiannual assessment schedules) and passed the resolution and ordinances by recorded unanimous votes.
Ordinance discussion noted an estimated cap on assessments of $2,375,036.14; staff said adding property to the district enables long-term, assessment-backed financing for energy upgrades without immediate municipal outlays. The decision authorizes assessment agreements, assignment arrangements and the administrative steps needed to join the project to the district.
