Committee reviews Ho-Chunk and ARPA balances; members consider holding funds for emergency facility

Finance staff reported Aug. 12 on the status of two discrete funding sources—Ho-Chunk funds and remaining ARPA dollars—and discussed whether to hold those funds for the proposed emergency management facility.
Hanan said $250,000 in Ho-Chunk funds were used to address a 2024 revenue shortfall and that the projected available amount for 2025 is $830,000; Supervisor Will Beitlich suggested holding funds for future projects and the committee agreed to prioritize submitted projects at the next meeting. On ARPA, the committee recorded that "$211,265.52 in ARPA funds remain unallocated." Supervisor Charlie Jacobson asked whether those funds could be reserved for the emergency facility; Hanan said they have not been requested and reminded members that any spending this year would require a budget amendment.
The committee took no funding action at the meeting but added prioritization of Ho-Chunk requests and a potential ARPA discussion to future agendas so that staff could evaluate the design and cost estimates before committing funds.
