At its Dec. 17 meeting the Vernon County Finance Committee approved a motion to draft a resolution reallocating $115,976.77 in American Rescue Plan Act (ARPA) funds to pay wages and benefits on or before Dec. 31, 2024.
Administrative Coordinator Cassie Hanan told the committee that a resolution approving use of ARPA funds does not by itself "obligate" funds under federal guidance and that the county must ensure contract-level obligations. She reported that $115,976.77 of ARPA funds needed to be reallocated that month to avoid having to repay them.
Supervisor Martha Olson moved and Supervisor Charlie Jacobson seconded a motion "to draft a resolution to allocate $115,976.77 in ARPA funds to be used to pay wages and benefits on or before Dec 31, 2024, and forward to the full board with a recommendation for approval." The motion carried on a unanimous voice vote.
The minutes do not list which specific wages or departments would be charged to the reallocated ARPA balance; the committee's action forwarded a draft resolution to the full board for final approval.
