Resident Ann Ross asked the council to beautify or permit residents to beautify rights of way, specifically along North Osage Road where vehicle traffic has rutted edges. Ross said she had placed large boulders along the edge but was told by police to remove them. Public Works Director Gary Burkhead said staff have at times added gravel, topsoil and seed to address the area. Mayor Ramsey and Councilmember Diane Cook confirmed that residents are not permitted to place boulders in city ROW because of liability concerns.
The council did not record any motion to change ROW policy during the meeting; the minutes note staff actions to mitigate the corridor and reiterate ROW placement restrictions for residents.
