Don Graham asked the council for two setback variances at 11606 Hazelwood Road: a front-setback reduction from 75 to 60 feet for a new house, and a rear-setback reduction from 25 to 15 feet to install a pool.
Councilmember Diane Cook moved to support the front-setback reduction to 60 feet, and Karin Tyrer seconded; the motion passed unanimously. Councilmembers framed the front variance as matching the existing Hazelwood Road streetscape. When Graham asked for a rear setback reduction for a pool, several council members questioned whether a hardship had been established and whether the pool could be moved forward to meet the code. Anchorage Zoning Officer Paul Bergmann's letter did not support the rear variance due to compounded imperviousness and lack of demonstrated hardship. No second was offered for a motion to support the rear-setback reduction, so the council did not record support; Graham was advised to request the variances from the Louisville Metro Board of Zoning Adjustment (BOZA).
The council made a clear procedural distinction: it provided a support motion for the front setback to aid Graham's BOZA submittal but withheld support for the rear setback where staff and the zoning officer had expressed reservations.
