Neighbors raise drainage concerns after Logsdon’s driveway expansion; council asks for engineered mitigation plans

Property owner Steve Logsdon and contractor Richard Kovats presented a retroactive impervious-surface variance for a constructed 320-square-foot driveway expansion at 1202 Old Harrods Creek Road.
"The expansion makes them 94% over the limit," Logsdon said, describing the current coverage. He and his wife cited a hardship: additional parking for family members to allow garage use. Contractor Richard Kovats referenced Prism Engineering's advice that removal, rather than mitigation, was recommended to offset the overage.
Stonebridge Homeowners’ Association President Todd Mercer raised neighbor concerns about drainage and showed a video of rushing storm runoff to council members, saying the neighborhood has storm drainage issues in that area. City Attorney Richard Edwards explained that the prior impervious overage was grandfathered but the addition is not allowed; the owner may remove the expansion to return to the prior condition. Mayor Neil Ramsey instructed Logsdon to present engineered plans showing how the 320 sq. ft. expansion would be mitigated at the October council meeting. The council did not vote to approve the addition, and a possible fine for the expansion remains for council determination.
