Communities That Care to change fiscal agent; council extends several DOJ-related grants

City Attorney Nathan Bracken summarized the fiscal-agent options discussed with the Communities That Care (CTC) Coalition: keep CTC as a formal City committee (which would trigger Open and Public Meetings Act requirements), incorporate CTC as a separate entity and enter a funding agreement with the City, or select a different fiscal agent. Bracken said CTC informed staff it intends to transition fiscal agency to the Children's Service Society; staff said services provided by CTC are expected to remain consistent under the new arrangement.
Separately, Bracken presented three similar amendments to interlocal agreements for Department of Justice-related grants (extending agreements through Sept. 30, 2026) supporting youth outreach, substance-abuse prevention, and gang-prevention programs. Council approved Resolutions R2026-36, R2026-37, and R2026-38 unanimously, 5-0.
