Maui County Board of Ethics elects Michael Lilly chair, fills all nine seats

The Maui County Board of Ethics voted April 8 to elect Michael Lilly as chair, completing its 2026–2027 leadership slate and marking the first time in several years the Board has all nine seats filled.
Executive Director and Legal Counsel Lauren Akitake introduced new members Bryan Tanaka and John Hauʻoli Tomoso and said the Board is “pleased to have all nine seats filled,” a change the office attributed to recent recruitment and staffing improvements. Following the introductions, members nominated and unanimously elected Lilly as chair. Katy Shroder was nominated and elected vice chair; Shroder abstained from the vote on her own nomination (8 Aye, 0 No, 1 Abstained). Noel “Chivo” Ching‑Johnson was elected secretary in a unanimous vote.
The Board’s completed membership and newly confirmed officers follow the recent hiring of a full‑time executive director, which EDLC Akitake and Vice Chair Lilly said has supported deeper, more substantive Board work over the past year. Vice Chair Lilly praised Akitake’s leadership and the development of a stable staff team that the Board expects will increase capacity for advisory opinions, rule drafting, and outreach.
The Board adjourned after handling the day’s business and announced its next meeting for May 13, 2026.
