CCSD adopts updated Fiscalini Ranch management plan after FFRP concurrence

The Cambria Community Services District board on July 13 adopted an updated Fiscalini Ranch public access and resource management plan revised 06/17/2026. The motion, made by Director Thomas and seconded by Director Scott, passed unanimously after the Friends of Fiscalini Ranch Preserve (FFRP) told the board it had reviewed the revisions with legal counsel and concurred in writing (FFRP concurrence submitted June 18).

FFRP board chair Diane Anderson told the board the group worked closely with legal counsel throughout the update and was confident that "nothing in the updated management plan changes or overrides the conservation easement, which continues to protect the ranch, preserve public access, and guide its stewardship." FFRP executive director Kitty Connolly explained the difference between the conservation easement — the controlling legal agreement — and the management plan — a stewardship guide that must remain consistent with the easement.

Director Thomas raised wording concerns during board discussion, saying he did not believe the district's role "has shifted" as the draft phrased it and recommended language that emphasizes fiscal discipline rather than a role change. Staff and other board members said most of his comments were reviewed and, where agreed, incorporated by the ad hoc committee and FFRP. Public commenters urged stronger commitments on invasive tree removal and creek restoration: resident Dennis Ducek asked staff to analyze eucalyptus removal and defensible‑space options near Santa Rosa Creek and Highway 1 and to present funding and coordination options with Cal Fire, the Coastal Conservancy and FEMA.

The board voted by roll call after discussion; Clerk Dodson recorded 'Aye' votes from Directors Thomas, Scott, Gray, Vice President Dean and President Farmer. The board's adopted plan will guide day‑to‑day management and clarify roles and responsibilities for CCSD and the FFRP going forward.
