Director Thomas moved to reject the bid and to rebid the project formally; Director Scott seconded. The roll call vote was unanimous in favor (Director Thomas, Director Scott, Director Gray, Vice President Dean, President Farmer).
Counsel and staff said formal bidding is published to a broader base of contractors and is expected to produce a larger pool of competitive bids. The board directed staff to return with rebid results and any necessary budget adjustments for board consideration.
