County administrator outlines shelter, detox planning and capital timeline; hiring for key health posts to begin

County Administrator Khorsa Kompfie updated the Tompkins County Legislature on March 4 about ongoing planning for a shelter and a mental health stabilization/detox facility and related capital planning. Kompfie said consultants are completing a site concept and the administration plans to issue an RFP to secure a shelter operator; staff hope to have an operator and site arrangements in place as early as June or July to avoid emergency expenditures.
"We are hopeful that by the next legislative meeting, we will have a draft concept for you to have a look at," Kompfie said. He reported that space analysis for the County's Center of Government continues pending Shippo (SHIPO/SHIPPER) approval and that the county is collecting budget requests and federal funding data to inform a 2026 capital project submission. Kompfie also announced recruitment plans for the DSS commissioner and the whole health commissioner, with hiring committees to be formed for concurrent searches.
Legislators asked for timelines and staffing details; Kompfie said the shelter concept and operator procurement are priorities and that additional budget analysis will follow once site approvals and consultant recommendations are finalized.
