Legislature adds resolution raising concerns about NYS Early Intervention Hub rollout

The Tompkins County Legislature agreed to add a resolution expressing concerns about the New York State Department of Health's Early Intervention Hub rollout after Health and Human Services Chair Shauna Black told the body that providers report long delays and system errors.
Black said a local early intervention provider had not been paid for 10 weeks and described the Hub implementation as "an absolute disaster" in which providers repeatedly receive error messages and claims disappear. Committee members said the state removed the top four error categories to allow claims to process and noted that counties are still owed $5,000,000 from fiscal year 2022 and $5,000,000 from fiscal year 2023 for certain funds.
The resolution was revised in the committee with added whereas clauses from Whole Health staff and was brought forward for legislative action. Legislators agreed the issue is widespread and that staff and state representatives will be notified; several members flagged provider payment delays as a crisis that could force providers to stop offering services.
