Legislator analysis finds $9.2 million underspend in personnel/fringe so far this year; fund‑balance debate set for Oct. 3

Legislator Randy Brown told colleagues he reviewed payroll and fringe spending and found the county has underspent budgeted payroll and fringe by roughly $9.2 million through September, driven by vacancies and lower monthly payroll averages than budgeted. He presented monthly averages and warned that while the underspend provides additional fund‑balance flexibility, timing and recent contract changes complicate projecting remaining year outcomes.

Budget Chair Mike Lane and other members said the analysis is a useful input for the upcoming expanded budget committee (EBC) meeting and a special fund‑balance discussion; however, some legislators cautioned that recent contract implementation timing and fringe accounting lags mean the full effect may be uncertain. The EBC is scheduled to continue budget deliberations Oct. 3 and committees will meet Oct. 10 as the legislature considers amendments.
