Legislature adopts Tompkins County Mobility Vision Plan to improve access for underserved residents

The Tompkins County Legislature voted unanimously on Sept. 3 to adopt the Mobility Vision Plan 2024–2027 (Resolution P, ID 12661), a strategy to improve transportation access to employment, education, medical services and other necessary services for low-income and underserved residents. The motion was moved by Legislator Lee Shurtleff and seconded and passed without dissent.
Frank Doldo, the county's chief transportation officer, told legislators that two requests for proposals (RFPs) will be issued: one for mobility management and one for a "one-call/one-click" center to centralize ride and service coordination. Doldo said the funding structure for these services is largely federal (80%) with a 10% state share and a 10% local match expected to be covered by the awardee. "There is no local taxpayer money for mobility management and for the one-call/one-click center," he said, adding that the local match will be satisfied by the RFP awardee as part of the grant structure.
Legislators raised workforce concerns for transit (driver availability and scheduling) and applauded the plan's attention to social determinants of health. The adoption commits the county to implement steps identified in the plan and to proceed with competitive procurement for service providers.
