Committee Chair Rich John said the jail population was at 71 with 12 board-outs, placing total custody counts at 83 — above the facility’s listed capacity of 82 — and added that classification requirements mean usable bed capacity is effectively lower. He said the committee will take a deep dive into jail population drivers, noting state prisons have been slow to accept state-ready prisoners and that the county is also holding individuals charged with weapons offenses under a GIVE grant.
The committee also discussed a proposed local law targeting illegal cannabis sales. Rich John said illegal, unlicensed stores sell products that may be adulterated and deprive municipalities of tax revenue; potential enforcement remedies include landlord-facing sanctions to compel eviction of violating businesses. County Attorney Maury Josephson noted enforcement is resource-intensive and that counties have a range of remedies available in state law; the committee intends to coordinate with municipalities, including the City of Ithaca, for a unified enforcement approach.
Members indicated the committee will examine enforcement options and select remedies that offer the best results for available local resources.
