Dr. Chamberlain presents LCAP highlights, cites gains for English learners and a–g completion

Dr. Chamberlain, the district's director of educational services, presented the Local Control and Accountability Plan (LCAP) at a public hearing and said it lays out three years of goals, actions and expenditures to support student outcomes.

He described Goal 1 as ensuring students demonstrate grade-level knowledge and graduate in four years, and listed seven actions aligned with professional development, college and career pathways and graduation-rate work. Dr. Chamberlain cited improved state assessment results for several groups, saying, "Our English learner progress increased from the lowest indicator on the dashboard to the highest indicator on the dashboard, which if you're on there, it's blue." He also reported the district's a'g completion rate at 66 percent, which he said represents a 30 percentage-point increase after correcting CALPADS reporting.

The presentation highlighted continued implementation of programs including I-Ready (K'8), AVID, year-two work on CTE expansions at High Desert School, and a credit-recovery program through Asellus. Dr. Chamberlain said counselors and site staff helped drive the gains and noted that local performance indicators showed improvements in school-safety perception, suspension rates and attendance.

Dr. Chamberlain reviewed procedural next steps required by the county office: the board must adopt the LCAP by July 1, submit it to the county office within five days, respond to any county clarification requests within five days, consider recommended amendments in a public meeting within 15 days of receiving them, and expect county approval by October 8; the budget is not approved until the LCAP is approved.
