Scott Lyons of Box Elder County Community Development presented a request from the Jensen family to rezone 96 acres from MU-160 to RR-5 (rural residential, 5-acre lots). The county planning commission reviewed the application, recommended denial, and cited two primary reasons: existing roads lack capacity to serve the proposed homes (citing county land-use code on adequate facilities) and the proposal risked leapfrog development inconsistent with orderly county growth.
Following the staff presentation, Commissioner Perry moved to follow the planning commission’s recommendation and deny the amendment; the motion was seconded and approved by voice vote. Commissioners noted the importance of roadway and infrastructure adequacy when considering rezoning for residential development.
