Community Development Manager Lance Evans introduced a draft amendment to Title 10, Chapter 2-7 to require more information at the rezoning stage. Evans said, "The purpose of this section is to ensure that rezoning decisions are made with a clear understanding of the intended development, to protect the community from speculative zoning changes, and to ensure consistency with the South Weber City General Plan and the orderly development of the city." The proposed draft would require applicants to submit additional materials to demonstrate the intended development vision before a zoning map amendment is approved.
Commissioner Gary Boatright raised concern about potential costs to applicants seeking to rezone family property, asking whether the added requirements would burden small or family applicants. Commissioner Chris Roberts suggested removing or relaxing some cost-related requirements to reduce hardship for applicants. The discussion did not result in a formal motion; staff and the Code Committee will refine the draft language and consider cost and fairness concerns before the matter proceeds to the City Council.
