Council adopts updated pavement management plan and approves wastewater improvement resolution

City engineer Spencer presented two infrastructure items on May 12: an updated pavement management plan and a resolution updating plans for the wastewater treatment facility to reflect a regionalization approach.
On the pavement plan, Spencer said the city has approximately 15.92 miles of streets and reported the condition breakdown and cost estimates: "30% or 4.91 miles currently are not in need of immediate maintenance," "26% or 4.1 miles require seal coat," "21% or 3.34 miles are in need of a mill and overlay," and "22% or 3.57 miles require pavement reconstruction." He provided 10-year cost estimates of $7,789,000, which when incorporating a 4% inflation factor rises to about $9,867,000. Council approved adopting the updated pavement management report as the framework for future maintenance (motion passed 5-0).
On wastewater, Spencer explained the city previously authorized plan preparation and that the current plan needs to be revised so the resolution reflects the city's direction toward regionalization; council adopted Resolution No. 2025-09 authorizing preparation of plans and specifications for the improvements (motion passed 5-0).
