Committee revises draft village-district regulations; debates consultant versus design committee

The committee reviewed a draft of village-district regulations circulated in advance and merged edits supplied by Carolyn Field and Land Use Official Carey Duques. Members discussed outstanding edits and asked colleagues to forward additional suggested language to Chairman Peter Coombs or Carey Duques; Melissa Josefiak indicated she would submit comments shortly.
Committee members debated whether Essex should form a volunteer design committee or hire an architectural consultant to review proposals. The choice raised trade-offs between resident engagement and staff/consultant capacity. Carey Duques said Planning & Zoning Chairman Russell Smith "would like to have a report from the Ad Hoc Historic Preservation Committee at their September 1, 2026 meeting to understand the direction the Committee is going now that the Plan of Conservation and Development has been adopted and the historic section of the plan incorporated." The committee did not adopt a final approach during the special meeting and asked members to provide edits ahead of the next work session.
