Court ratifies 10-year license agreements for FEMA buyout properties in Canyon Lake and Sattler

Staff reviewed a portfolio of properties the county purchased through federal Hazard Mitigation Grant Program buyouts following past flood disasters and recommended renewing 10-year license agreements that let adjacent owners or POAs maintain acquired parcels as open space while the county retains fee title and its obligation under federal grant terms.
Speaker 11 explained the program: after a presidentially declared flood disaster the county used HMGP funds to acquire and demolish flood-prone residences and committed to keep the parcels free of structures in perpetuity. The license approach allows neighborhood groups or adjoining owners to care for the land while the county maintains compliance with the federal restrictions and monitors required insurance certificates.
The list of properties considered included multiple addresses in Canyon Lake (for example, addresses on Pecan Street, Chestnut Falls, River Oaks Drive and Edgewater Falls), Sattler, Bulverde and New Braunfels. The court moved, seconded and approved ratification of the listed agreements.
Commissioners praised county staff who manage the program; the court recorded the motion to ratify agreements covering items A through F and carried the motion on a voice vote.
