Finance staff outlined several ARPA budget moves intended to align available unspent balances with active projects. The court approved a transfer of $522,092 from revenue-replacement allowance funds into the Mental Health Extended Observation Unit/Bridal Residential Facility project and a separate transfer of $87,500 to purchase two public health vehicles. Staff said some ARPA project funds were previously shifted between accounts and noted the largest ARPA projects (an EOC and the mental health facility) are underway; remaining public health ARPA funds total roughly $251,000, of which $87,500 will be encumbered for vehicles.
Commissioners also approved a related county-funds transfer to reconcile capital projects. Staff emphasized ARPA encumbrance deadlines (must be encumbered by Dec. 31) and said the mental health facility groundbreaking was scheduled for 11:00 a.m. after court.
