Commission recommends rezoning, conditional use and site-plan revisions for Stout Road athletic training facility

The Planning & Zoning Commission on March 24 voted unanimously to recommend that the Mayor and Board of Aldermen rezone 10 acres of Tax Parcel No. 082B-09-005/01.00 from A-1 Agricultural District to C-1A Restricted Commercial District to accommodate a proposed indoor/outdoor athletic training facility.
Caine Dearman presented the application on behalf of applicant Lee Sahler of JLS Construction, LLC. Sahler told commissioners the request covers only 10 of the parcel's 40 acres and that the proposed facility would be "an 11,500 sq. ft. building" intended for practice use only, not for tournaments or games. Neighbor Chad Phillips spoke in support and one nearby resident, Paul Clark, said he was "not opposed" but worried about light pollution.
After closing the public hearing, the Commission also voted unanimously to recommend approval of a conditional use permit to allow an indoor/outdoor athletic training facility at the site. Commissioners then reviewed the site plan and conditioned their recommendation on revisions before the Mayor and Board of Aldermen meeting: relocate the dumpster, clarify ingress/egress, add the specified concrete pad, and provide an updated color rendering. The motion to recommend approval of the site plan with those conditions was made by Commissioner Phillips King and seconded by Commissioner Andrew Duggar.
The Commission's recommendation is advisory; final approval and any permit conditions will be set by the Mayor and Board of Aldermen. The site plan review record indicates parking and landscape requirements were found to be met by staff.
