County accepts updated Water & Sewer handbook; Stone Hill Lane water extension estimated at ~$1 million

The Board reviewed and accepted the updated Smyth County Water & Sewer handbook, which had not been updated since 2014. Water Department Billing Manager Jessica Davidson said the revised handbook changes wording ("customer" replacing "landowner/tenant") and incorporates Virginia Department of Health cross‑connection notice updates; VDH staff reviewed and approved the changes.
Assistant County Administrator Clegg Williams provided an update on the Stone Hill Lane water extension request. Staff mailed notices to the neighbors who would be affected and explained the threshold: 60% of neighbors must favor the extension before the County will commission a preliminary engineering report. To date, staff reported two responses—one opposed and one seeking cost information. Mr. Williams estimated the project could cost upwards of $1,000,000 for approximately 6,420 feet of pipe to serve 33 new customers; no action was taken on the project at the March 26 meeting.
The Board accepted the handbook with VDH approval and directed staff to continue outreach on the Stone Hill Lane proposal.
