Smyth County Board names Rick Billings chair pro‑tem, approves agenda changes

The Smyth County Board of Supervisors unanimously appointed North Fork District Supervisor Rick Billings as Chair Pro‑Tem after a nomination from Rye Valley District Supervisor Jason Parris and a second from Saltville District Supervisor Roscoe Call.
The Board then voted to amend the agenda, removing the 2.2‑3711(a)(7) closed‑session item on proposed boundary adjustments and deleting items 10, 11 and 12. The motions to amend the agenda and to approve the March 12, 2026 meeting minutes were each seconded and passed with an aye vote from Supervisors Billings, Parris, Call and Kristopher Ratliff.
County Administrator Shawn Utt opened the meeting in the absence of Chair Atkins and Vice Chair Sturgill and then turned the meeting over to Chair Pro‑Tem Billings following the election.
The procedural votes set the order of business for a meeting that included multiple committee reports and a joint planning commission public hearing later in the evening.
