BZA converts short-term lodging request to Conditional Use and approves it; owner told to obtain occupancy permit

The Preble County Board of Zoning Appeals amended and approved an application from Martin L. and Lisa Creech on March 24 to operate short-term lodging in a private addition attached to their home at 6721 Camden-College Corner Road.
Zoning Director Brad Kramer explained that because the lodging is owner-occupied, the request can be processed as a Conditional Use under Code 1103.02 I for bed-and-breakfast homes and inns. Lisa Creech said the addition was originally built for her parents and now functions as a self-contained guest unit she rents primarily to visiting parents and family. "We have an Air B&B, the original purpose of the addition to our house was for my mom and dad to come and live with us their last years," Creech said, describing the kitchenette and bedroom setup.
Kramer walked the board through the Conditional Use standards (including parking, screening and building-code/health requirements) and confirmed inspections and a Certificate of Occupancy will be required. Curtis Caplinger moved to approve Case 5747 as amended under Code 1103.02 I (1–10); Jeff Rogers seconded and the motion passed unanimously. The board recorded that the authorization applies to the owner and does not automatically run with the property if sold.
The applicant was directed to contact county staff (Cindy and Brittany in the zoning office) to obtain the Certificate of Occupancy and to comply with any applicable building and health regulations before renting the unit.
