The Board clarified the January 8 motion and approved a Special Use Permit for an Outdoor Shooting Range on county landfill property with the condition that the facility be used only by county law enforcement and that any use by other entities require prior approval by the County Administrator and the Sheriff. The motion recommending approval was made by Courtney Widener and seconded by Jason Parris; the recommendation passed unanimously.
The Board also accepted a Moral Obligation Resolution authorizing the County Administrator to execute financing documents to allow the Town of Saltville to close on two water and sewer project loans totaling $1,402,106; the motion was made by Kris Ratliff and seconded by Rick Billings and passed unanimously. Separately, the Board approved participation in the Virginia Public Authorities electricity purchasing agreement negotiated by the VML/VACO-APCo Steering Committee and authorized the County Administrator to execute on the county’s behalf. The Budget Committee recommended the FY26–27 Budget Calendar for board adoption as a committee recommendation.
