Board approves text amendment to allow communication towers in conservation/recreation zones and grants kennel expansion

At a joint public hearing with the Planning Commission, Assistant County Administrator Clegg Williams presented a proposed zoning text amendment to add 'Communication Tower' as a use permitted by Special Use Permit in Conservation/Recreation (C/R) districts. Williams said American Electric Power (AEP) contacted the county seeking the change to improve cellular coverage. No written public comments were received on the text amendment; one public commenter voiced electromagnetic-wave concerns during the hearing. The Planning Commission recommended approval and the Board voted unanimously to approve the text amendment.
Zoning Administrator Becca Creasy then introduced an application from Brian and Brandi Cregger to expand their existing nonconforming commercial kennel to add an indoor activity room. Cregger said the kennel has boarded 928 pets over the past two years and has a perimeter fence. The Planning Commission recommended approval and the Board unanimously approved the Special Use Permit expansion with the conditions reflected in the Planning Commission recommendation.
