County accepts EWP flood grant; recommends Terra Tech Engineers for Hurricane Helene project

Shawn Utt said staff recommends negotiating and executing a contract with Terra Tech Engineers for the Hurricane Helene EWP project; the firm has completed two recent EWP projects in Buchanan County. The Planning/Public Safety committee recommended the administrator be authorized to negotiate and execute the contract.
Staff also reported a second EWP grant from February 2025 focused on Saltville sites including Buck’s Drive-In and Nutty Wood Lane. Utt said the grant requires a 25% county match; estimated total project cost is $341,000 and the county’s share was estimated at roughly $75,000, though prior work at Nutty Wood Lane reduces expected out-of-pocket expenses to about $35,000–$40,000. The Board accepted the February Flood EWP grant as a committee recommendation.
