On the rules change, S1 proposed moving packet distribution to "on or before the Monday preceding the meeting," with S8 suggesting a specific time of 5:00 p.m. on Monday to give members access to materials earlier. The board approved the rules as amended by voice vote. "What we'd recommend is on or before the Monday preceding the meeting," S1 said during the discussion.
