Bear River Mental Health presents clean audit; county portion of unexpended funds noted

Rob Johnson of Bear River Mental Health presented the organization's independent audit for the fiscal year ended June 30, 2025, saying auditors "in our opinion, the accompanying financial statements present fairly in all material respects the financial position of the center as of 06/30/2025 and 2024." He told commissioners the audit shows county unexpended funds of $31,008.98 across the catchment, of which $17,886 is Box Elder County's portion.

Johnson reviewed revenue sources and expenditures, noting county matches of about $600,000 that help leverage Medicaid funds — "that $600,000 that you put in... brings in that $21,000,000 in revenue" — and said personnel costs made up about 74% of spending (roughly $13 million). He reported a net increase or net income of $3,200,000 for the year. Commissioners asked about how the forthcoming consolidation of substance-abuse services would affect next year's report; Johnson said the July 1 consolidation will add substance-abuse capitated Medicaid dollars and make a significant change to the following year's figures. Commissioner Bingham moved to accept the report as provided; Commissioner Perry seconded and the motion passed by voice vote.
