Commission approves five-year lease for private shooting range; owner to allow law-enforcement access

The Box Elder County Commission voted to approve Agreement 2620, renewing the lease that allows use of a privately owned property for a firearm shooting range. The motion, made by Commissioner Perry and seconded by Commissioner Bingham, passed by voice vote.
Al Smart, the property representative, told commissioners the arrangement includes reciprocal access for county deputies: “All active duty law enforcement and military are granted the the freebie to the range,” he said. County staff noted the contract term was changed at Mr. Smart’s request from four years to five years and that the insurance requirement in the agreement remains $2,000,000; staff cautioned that the state can require up to $3,000,000 and that the county could carry incremental liability if an incident exceeds the lessee’s coverage.
Commissioners said the range’s operation has helped reduce vandalism at the site. The board approved the lease renewal with no recorded opposition and no further conditions beyond the presented agreement.
